Аннотация: Статья посвящена исследованию понятия «инновационная активность региона». В настоящее время вопрос инновационного развития регионов России актуален ввиду сложной геополитической обстановки. В отношении России усиливается санкционное давление, в том числе вводятся ограничения на импорт высокотехнологичной продукции и критических техПоказать полностьюнологий. Президентом России поставлены задачи по обеспечению импортонезависимости регионов и достижению технологического суверенитета страны. Инновационная политика регионов, проводимая совместно с федеральными властями, должна способствовать повышению уровня инновационной активности и получению максимального эффекта от инноваций. При этом для разработки механизмов и инструментов стимулирования инновационной активности необходимо разобраться в сущности данного понятия. Цель исследования - определение понятия «инновационная активность региона» и составляющих инновационной активности на основе системного подхода. В ходе исследования применялись методы деконструкции, диахронический метод, дескриптивный, голографический и системный подход. Анализ существующих трактовок понятия «инновационная активность» позволил выделить шесть основных подходов к его определению. Установлены ключевые составляющие инновационной активности региона, выстроенные в виде системы взаимосвязанных элементов. В результате исследования представлено авторское видение содержания понятия «инновационная активность региона». The article discusses the concept of "innovative activity in the region". Currently, the issue of innovative development in Russian regions is important due to the challenging geopolitical situation. There are sanctions against Russia, which include restrictions on the import of high-tech products and critical technologies. The president of Russia has set goals to ensure the independence of regions in terms of imports and achieve technological sovereignty for the country. The regional innovation policy, implemented in collaboration with federal authorities, aims to increase the level of innovation and maximize the impact of innovations. To develop mechanisms and tools for stimulating innovation, it is essential to understand the concept of innovation. In this study, we aim to define the concept of "innovative activity in the region" and the components of innovative activity based on a systematic approach. We define innovation activity as the intensity, timeliness, and quality of the implementation of innovative actions. These actions are the specific result of innovation, which can be assessed using certain indicators. Innovation, on the other hand, refers to activities (including scientific, technological, organizational, financial, and commercial activities) aimed at implementing innovative projects, creating innovation infrastructure, and ensuring its operations. To conduct this study, we used deconstruction methods, diachronic, descriptive, holographic, and systematic approaches. Our analysis of existing interpretations of the concept of innovative activity allowed us to identify six main approaches to defining the concept. The key components of the innovative activity in the region are identified and presented in the form of a system of interrelated elements. Finally, the author presents their vision of the concept of "innovative activity in the region".
