Аннотация: В статье представлены оценка состояния и перспективы развития масличного производства в регионах Сибири. Для субъектов масложирового подкомплекса АПК Сибири сформировались предпосылки для развития в долгосрочной перспективе. Среди основных это растущий интерес к масличным культурам со стороны сельскохозяйственных товаропроизводителПоказать полностьюей, который обусловлен благоприятной конъюнктурой рынка и государственной поддержкой выращивания масличных культур, а также планируемые к реализации инвестиционные проекты. На основе анализа инвестиционных проектов по развитию масложировой промышленности в субъектах округа автором предложены условия их эффективной реализации. Сделан вывод о том, что реализовать потенциал масложирового подкомплекса АПК в регионах округа позволит осуществление сценария, который включает увеличение посевных площадей, комплексную государственную поддержку на всех этапах производства, создание совместных предприятий с иностранными инвестициями в рамках кластерной структуры. Автором предложены целевое видение и прогнозы развития масложирового подкомплекса АПК Сибирского федерального округа в разрезе трех сценариев: инерционный, базовый, оптимистический. Расчеты автора показали, что самым эффективным является оптимистический сценарий, который предполагает расширение и изменение структуры посевных площадей масличных культур, увеличение переработки масличного сырья, организацию глубокой переработки масличных культур и выпуск инновационной продукции для различных отраслей, расширение ассортимента масложировой продукции и географии сбыта внутри страны и на внешних рынках. Результаты исследования могут быть полезны специалистам по изучению рынка масложировой продукции, предприятиям масложирового подкомплекса АПК, работникам региональных органов управления при разработке региональных стратегий. The article presents an assessment of the current state and future prospects for the development of oilseed production in the regions of Siberia. The prerequisites for long-term development of the constituent elements of the fat-and-oil subcomplex of the agroindustrial complex of Siberia have been established. The growing interest of agricultural producers in oilseeds is among the main prerequisites for the success of this venture. This interest is due to the favorable market conditions and government support for the cultivation of oilseeds, as well as the planned implementation of investment projects. Based on an analysis of investment projects for the development of the fat-and-oil industry in the subjects of the district, the author puts forth conditions for their effective implementation. It can be concluded that the implementation of a scenario that includes an increase in acreage, comprehensive state support at all stages of production, and the creation of joint ventures with foreign investments within the cluster structure will allow the potential of the fat-and-oil subcomplex of the agro-industrial complex in the regions of the district to be realized. The author proposes a target vision and forecasts for the development of the fat-and-oil subcomplex of the agroindustrial complex of the Siberian Federal District in the context of three scenarios: inertial, basic, and optimistic. The author's calculations demonstrated that the most effective scenario is the optimistic one. This scenario involves expanding and modifying the structure of oilseed acreage, increasing oilseed processing, organizing deep processing of oilseeds and the release of innovative products for various industries, expanding the range of fat-and-oil products and the geography of sales within the country and in foreign markets. The findings of this study may prove beneficial to those engaged in the study of the market for fat-and-oil products, companies within the fat-and-oil subcomplex of the agro-industrial complex, and employees of regional government bodies involved in the development of regional strategies.
