The work analyzes statistical data on the number of fires, mortality and direct damage from it. The analysis obtained indicates the need to increase the culture of safe behavior among the population. In addition, this is confirmed by the regulatory framework of the Russian Federation. The article examines in detail the features of the violation related to the selected functional group of violations, and also conducts a survey of students of special educational institutions, within which the level of awareness of this category about the actions during fires was determined, and it was also noted that almost all respondents actively use a smartphone. Based on the data obtained, recommendations were formed on the possibilities of using innovative methods of digital transformation in the educational process of institutions teaching children with intellectual disabilities. Based on this, modern educational technologies have been identified that will similarly accompany raising the level of awareness of people with intellectual disabilities about actions during fires. Such an integrated approach to the introduction of digital technologies into the educational process of special general education institutions will increase the level of adaptability of organizations in the context of Industry 4.0, create prerequisites for the formation of its stability and flexibility to respond to the challenges of external requests. The possibility of using innovative methods of digital transformation in the educational process of institutions teaching children with intellectual disabilities will increase the quality of safety training, in turn, this will significantly reduce the negative consequences of emergencies for this group of violations
