Аннотация: В статье представлен обзор основных проблем в области оценки качества образовательных услуг в системе высшего образования, анализ которых послужил основанием для разработки методики оценки качества образовательных услуг. Предложенная автором методика сформирована на базе интеграции компетентностного и субъектного подходов, что обесПоказать полностьюпечивает комплексность оценки качества. Совершенствование механизма управления качеством образовательных услуг базируется на внедрении авторской методики в существующий механизм, что в свою очередь обеспечит повышение уровня качества образовательных услуг в системе высшего образования. Introduction. The system of higher education is the linchpin in building up the labour potential and meeting the needs of the national labour market. The purpose of the study is to improve the quality management mechanism for educational services by introducing in it a methodology developed by the author. The methodology is based on the integration of the competency-based and subjective approaches. Results. The author has developed and proposed a methodology for assessing the quality of educational services in higher education, which allows for a comprehensive assessment of the quality of educational services. The integration of the subjective and competency-based approaches in the quality assessment methodology enables quantitative and qualitative assessments of the quality of educational services from the perspectives of key stakeholders of the market of educational services. The presence of the subjective approach in the methodology is necessitated by the fact that the notion of quality of educational services differs significantly in its content for each subject of the educational services market (universities, employers, households). The competency-based approach aims to assess the level of formation of students’ specific competencies, i.e. to assess the quality of the result of the implementation of educational services (educational process). Conclusion. Through its impacts on the groups of endogenous factors that have a dominant influence on the quality of educational services, as well as by monitoring the effectiveness of these impacts using the proposed quality assessment methodology and the system of indicators contained in it, the university will be able to exert a significant effect on improving the quality of educational services in the higher education system. Practical significance. The methodology proposed by the author can be integrated into the existing quality management mechanism for educational services in the higher education system without introducing any fundamental changes to the mechanism structure through expanding the functions of the education department.
