Аннотация: Socio-cultural modus is a system in the modeling of the human capital status. Considering human capital as formed in the result of investments and the accumulated stock of human resources, it is reasonable to talk about trends relevant to both the economic sphere and the socio-cultural one. The subject of the research is the socio-Показать полностьюcultural unit in the system of human capital of Eastern Siberia. The goal of the research is to analyze the quality of human capital, removing social and cultural locus of the subjective values of sociological research. The hypothesis of the study is the lack of quality of life zones while cultural conflict existence is one of the factors which determine the low level of human potential development index in Eastern Siberia. The research has proved that there is no high quality life zone in Eastern Siberia. The cultural conflict and its identification as a «cultural lag» bespeaks of the urgent need of innovative development of the humanities and social practices in the region and the development of skilled social investment programs. In general, we can confirm the average level of human potential development index of Eastern Siberia. In such event, the expected forecasts for this value increase are possible only if the qualitative growth of the cultural and moral capital and social identity affecting the level of well-being and acting in our opinion a priority in the structure of human capital is provided. © Institute of Society Transformation, 2015.
